The Plymouth Regional Economic Development Foundation Inc. has defined the permitting process within the Town of Plymouth to guide you through the various departments. Each project has specific requirements and may need additional approval but the outline for basic permitting can be found in Adobe PDF format on this web site.

Guide to Business Start Ups and Permitting

A. Zoning Permit Application
(required before building permit can be applied for)

You'll need:
  • your lot & plat number & lot area
  • info on existing use & scope of planned project
  • site plan requirements for type of project
  • application fee
B. Reaching an Approved Zoning Permit Depending on location and scope of project, you may need to visit the historic district commission (locations in Plymouth downtown), design review board, planning board, conservation commission, zoning board of appeals, board of health, perhaps others. (If the project falls within the district of Main and Newfield streets and Town Brook to Burial Hill, the applicant will need to consult the Redevelopment Authority).
C. Special Permit Process A special permit requirement may emerge from the Step B process. Depending on the issues, the special permit-granting authority is either the planning board or zoning board of appeals.
D. Building Permit Application

In completing Steps A, B and C, you will have acquired much of the info needed for the building permit application:

  • location of the property
  • property owner's mailing address and phone number
  • applicant's information (the project contact person: architect, engineer, contractor, etc.)
  • signoffs from town departments
    for industrial/commercial/multifamily projects, a full set of building plans
  • and, of course, the approved zoning permit.
